Final Balancing and Settlement Mechanism (FBSM)

  • This is a mechanism prescribed by the Hon. MERC for settlement of energy exchange under intra-state ABT on 15 min based accounting.
  • The philosophy of the mechanism and modalities have been described in detail by the Hon Commission in its orders in case 31 of 2006 dated 29th Sept 2006 and in case 17 of 2006 dated 17th May 2007.
  • In our state, ABT meters are provided to measure drawal of energy by all discoms (T-D interface) and injection of energy by all generators (G-T interface) connected to the state grid.
  • The settlement of UI (unscheduled interchange) between discoms and OA users is based on ‘system marginal price’ (SMP). In short, SMP is the average of the costly power purchase rates for the applicable UI.
  • Based on the 15 min data received from ABT meters and the other relevant data from RLDCs/ WRPC etc and schedules, the accounting of energy flow in the state is done for each 15 min time block period.
  • The accounting is carried out by MSLDC on the information and data on monthly basis.
FBSM includes the following –
  • Measurement of energy at all G-T and T-D interface locations and transmission of data to SLDC
  • Compilation of schedules for all gencos, discoms and other open access users
  • Power purchase details like rate etc
  • Schedules of central sector
  • State schedules, energy drawal, and UI
  • State UI bills from RPC
  • Allocation of state UI charges between SPPs (state pool participants)
  • Issue of ABT bills

Based on the above, the UI of SPPs is computed and bills are issued based on the ‘marginal price’ principle.
